RTD Unveils Improvement Plan
John Dyer, general manager of the Southern California Rapid Transit District, under pressure to resign for alleged mismanagement, unveiled a 12-point plan today that includes hiring a deputy responsible solely for bus operations.

The plan proposes a monthly report card that would assess the RTD’s progress in overcoming its woes.
