Proclaimed Monday as Martin Luther King Jr. Day and next week as Civil Rights Week in honor of the slain civil rights leader.

Assembly Bill Introductions:

Airports: AB 273 by Assemblyman Gerald R. Eaves (D-Rialto) would limit neighboring residents’ ability to sue airports over jet noise complaints. A similar bill was vetoed last year by the governor.

Prisons: AB 291 by Assemblywoman Gloria Molina (D-Los Angeles) would repeal a state law that requires a Los Angeles County prison site to be selected before prisons now under construction in San Diego and San Joaquin counties can be opened.

Sales Tax: AB 282 by Assemblyman Stan Statham (R-Oak Run) would earmark an extra quarter-cent of the state sales tax for use by cities and counties.

Senate Bill Introductions:

Libraries: SB 181 by Sen. Barry Keene (D-Benicia) would place a $300-million library construction and improvement bond issue on the 1988 primary election ballot. Special consideration would be given to allocation of funds to renovate the Los Angeles Central Library that was damaged by fire last year.

Campaign Funds: SB 168 by Sen. Wadie P. Deddeh (D-Chula Vista) would prohibit the transfer of campaign contributions by state constitutional officers, legislators and members of city and county governing boards to other candidates for those offices.
