State Sen. Art Torres (D-Los Angeles) announced introduction of a bill that would require “immigration consultants” to post signs in English and Spanish explaining that they are not attorneys and that their activities are limited in various ways. The legislation is needed because the new immigration law offering amnesty to some illegal aliens has led to “a rise in the number of opportunists who play on the hopes of undocumented residents, making false claims and charging enormous fees for services they cannot deliver,” Torres told a downtown Los Angeles press conference. The bill also would raise to $1,000 the minimum fine against immigration consultants convicted of making false statements to clients and would create a toll-free number at the state Department of Consumer Affairs to handle complaints.
