Senate Votes Clean Water Bill 93 to 6
The Senate, setting up the first veto fight of the 100th Congress, approved and sent to President Reagan a $20-billion clean water bill identical to one Reagan killed late last year. The vote was 93 to 6.
The bill, already passed 406 to 8 by the House, was passed only minutes after the Senate overwhelmingly rejected a Reagan-backed plan offered by Senate Republican leader Bob Dole of Kansas by an 82-17 vote.
The bill, which Reagan is expected to veto, is identical to one passed unanimously last year by both the House and Senate. It died when Reagan refused to sign it.
Dole, seeking support for his own bill, said the measure that eventually passed was too costly.
“Federal programs become a narcotic,” he said. “It seems to me $12 billion is a great deal of money.”
“We can start this Congress off on the right foot, or shoot the budget in the foot,” Dole added.
