Big-city mayors complained that President Reagan has backed away from his avowed war on drugs, with one mayor accusing the President of “a lot of rhetoric and no commitment.” House Speaker Jim Wright (D-Tex.), addressing the U.S. Conference of Mayors, said Congress wouldn’t go along with the President’s proposal to cut anti-drug spending. Invoking the words of Reagan’s own “just say no” anti-drug campaign, Wright said: “When he asks us to make these cuts, we’ll just say no.”
