Five-time Grammy winner Billy Joel was scheduled to be honored at a Capitol Hill luncheon in Washington Tuesday where he was to receive the Congressional Arts Caucus Award. The award is presented each year to artists who have made major contributions to the arts. Recent winners have included Jack Lemmon and Jessica Lange. Joel’s show Monday night at Washington’s Capital Centre was canceled due to the East Coast snowstorm.
