The head of the Federal Aviation Administration endorsed the government’s new program of drug testing for air traffic controllers and other transportation workers. “The FAA is nothing more than a diagonal slice of the United States,” Donald D. Engen told members of the Senate aviation subcommittee. “I’m sorry to say to you that I’m sure I’ll find (in the FAA) people this year with a drug problem, (but) . . . I don’t think it’s rampant.” Transportation Secretary Elizabeth Hanford Dole announced the program last week.
