The Constitution Bicentennial Commission announced plans for a “Celebration of Citizenship” involving a day-long “teach-in” at schools across the country. The event is scheduled for Sept. 16, one day before the 200th anniversary of the signing of the Constitution. It is to include a nationwide broadcast in which President Reagan will lead students in the Pledge of Allegiance and former Chief Justice Warren E. Burger, chairman of the commission, will read and explain the meaning of the Constitution’s preamble.
