Telos Corp., Santa Monica, a provider of software and hardware services to the public and private sectors, named Howard H. Metcalfe president and CEO. He succeeds Lin Conger, who is retiring from active management to pursue personal interests. Conger will remain chairman.

At the same time, Phil Shaefer was promoted to executive vice president.
