President Reagan is expected to respond to the Tower Commission report in a nationally televised address Tuesday evening, sources said Wednesday.

Reagan will study the report over the weekend at the White House and confer with advisers on how to respond to the report’s expected criticism and recommendations in his speech, said the sources, who requested anonymity.

About 25,000 copies of the report were being prepared Wednesday evening at the Government Printing Office under extraordinary security to prevent premature disclosure, aides said.

The blue-bound 300-page document will be delivered in sealed boxes to the panel at its offices in the New Executive Office Building at 7:30 a.m. today and made public at 10 a.m. when it is formally delivered to Reagan.

White House aides were told at a meeting Wednesday that they would not receive advance copies.
