Reacting to the midair collision over Cerritos last August that killed 82 people, the Los Angeles City Council has declared support for federal legislation intended to promote air traffic safety. The council recommendations include requiring immediate installation of transponders and encoding altimeters on all aircraft so that controllers will be informed of their locations and altitude, requiring installation or improvement of instrument landing systems at smaller area airports and asking that the billions of dollars in the federal aviation trust fund be used for air safety improvements.
