The Fair Political Practices Commission fined state Sen. Quentin L. Kopp (Ind.-San Francisco) $1,900 and his political committee $2,100 for failing to accurately disclose contributions and expenditures. The commission found, among other things, that Kopp’s committee accepted $500 in cash and then converted the money into checks for deposit into his treasury. The law prohibits accepting cash contributions in excess of $100. The commission said, however, that there was no evidence to suggest that Kopp “knew or approved” of the illegal contributions. The commission also cited Kopp and his committee for failing to show that $2,500 was contributed to a ballot initiative campaign and for failing to list the employers and addresses of many contributors. It was Kopp’s second brush with the FPPC, which fined him and his committee $2,000 in 1980.
