“The Decline of the American Empire,” the first Canadian film nominated for an American Academy Award as best foreign film, swept Canada’s movie awards Wednesday night. “Decline” also won direction and screenplay Genies for Quebec-born Denys Arcand, best supporting actor and actress awards for Gabriel Arcand (the director’s brother) and Louise Portal, respectively, as well as Genies for best sound, sound editing and film editing.
