A Los Angeles Police Department tribunal recommended that Officer Scott Eckstein, 24, be fired for shooting a motorist in a San Bernardino Freeway dispute while off duty a year ago. Eckstein and Arthur Binford, 38, were in separate cars in Baldwin Park when the incident occurred, Cmdr. William Booth said. Eckstein, in civilian clothes, fired three shots at Binford, wounding him in the chest and abdomen. The tribunal found the officer guilty of three counts of misconduct. The recommendation was sent to Chief Daryl F. Gates, who has until Monday to sustain or reduce the proposed penalty.
