A 16-year-old boy was charged Monday with manslaughter in the deaths of four teen-age passengers killed at a spot where youths frequently make their cars “hill-hop” over a crest in the road, police said. The youth, who was driving the car, was the only survivor of the crash Sunday. The car crested the hill at high speed and went out of control, hitting two trees and a stop sign, police said.
