Police Chief Daryl F. Gates would gain more control over off-duty and retired officers moonlighting on movie and TV sets under a plan approved by the police commission Tuesday. The proposed ordinance will allow Gates to determine which officers will be eligible to be hired by studios and production companies for work controlling traffic and as security guards, instead of allowing middlemen to broker deals. The proposed ordinance still must be approved by the City Council and Mayor Tom Bradley.
