A Montana legislative committee approved a bill to raise the speed limit on interstates to 65 m.p.h. immediately, and Illinois’ highway chief said signs could be ordered as early as Monday. New Mexico started putting up signs Thursday, the same day the Senate overrode President Reagan’s veto and Congress enacted a highway law that permits states to raise the speed limit to 65 on the nation’s interstate highway system outside areas with populations of 50,000 or more.
