Los Angeles, where battery-powered plastic toilet seat covers have been installed in City Hall restrooms, may soon provide taxpayers battery-powered illuminated trash receptacles. Councilman Gilbert Lindsay introduced a resolution to approve a 10-year agreement between the city and a company called American Clean Team to install such receptacles on streets downtown and in Hollywood. Before the program can begin, however, the council would have to pass an ordinance exempting the company from a city law that bars advertising on public property. According to Lindsay’s proposal, two of the lighted panels on the receptacles would contain advertising messages, and the third panel would display a public service message.
