A public hearing to discuss whether a disproportionate number of minorities are arrested and incarcerated in the juvenile justice system will be held by the Los Angeles County Human Relations Commission on May 28 at USC. A spokeswoman for the commission said the hearing was scheduled because of national studies showing that minorities are “overrepresented” in juvenile correction programs. Last year, 76% of those detained in juvenile halls in Los Angeles County were black or Latino.
