Israeli emigration activists said that 871 Jews were allowed to leave the Soviet Union in May, the largest one-month total since 1981--a year in which 9,447 Jews left the Soviet Union. But Israel radio said that only 224 of the emigres chose to come to Israel, while the others went to various Western countries. Chaim Chessler, chairman of the Tel Aviv-based Public Council for Soviet Jewry, said that since the beginning of the year, 2,302 Soviet Jews have been granted visas to leave and 591 of them decided to settle in Israel.
