Soviet Anti-Alcohol Drive Fails

MOSCOW — A two-year-old Kremlin campaign to stamp out alcohol abuse is not working--even among party officials, the Communist Party Central Committee said today.
The report, carried in the official Soviet press, said workers in public transport continue to drink at the wheel, drunks are reappearing in city streets, and wine and brandy production increased in the first three months of this year. The committee said it was “particularly inadmissible” that many party members, including officials, had failed to take the anti-alcohol campaign seriously.
