R. J. Reynolds Tobacco plans to lay off workers.

Citing increased competition and declining cigarette consumption, the Winston-Salem, N.C.-based firm said the reductions would be made primarily through a voluntary separation-incentive program, which includes enhanced pensions, to be offered starting this week to about 2,800 employees of R. J. Reynolds and R. J. Reynolds Tobacco USA, the company’s domestic operating division.
