French cyclist Pierre Le Bigaut, who finished third overall in the round-Britain Milk Race eight days ago, was relegated to 22nd place after being found to have taken caffeine, a banned substance.
Le Bigaut failed a drug test on the last stage, the circuit around central London.
He was fined $800, docked a further 10 minutes in time and given a one-month suspended sentence.
