Number of Poor in New York City Soars to 1.7 Million

NEW YORK —
The number of poor people in New York City jumped 25% between 1979 and 1984, to about 1.7 million people, according to a new study.
The report, released last week by the Community Service Society of New York, said minorities had the highest poverty rates: 32.7% for blacks, 42.9% for Latinos and 20.1% for whites.
The study compared 1980 Census figures to data from a 1985 federally sponsored population survey and applied the federally defined poverty threshold--$10,609 for a family of four in 1984.
