The Food and Drug Administration said that it is beginning another phase of its plan to streamline the agency and speed new drug reviews, particularly for potential therapies for AIDS. The new plan, developed by FDA Commissioner Frank E. Young, extends the Action Plan Phase I put in force two years ago to cut the time needed for drug reviews and approvals. The agency said the first effort resulted in cutting backlogs in some product review areas by more than 30%, and gave AIDS-related tests and therapies the highest review priorities.
