The Arias plan does have a chance to work and deserves U.S. support. We have everything to gain by trying the plan.
Soviet influence would be banned and a costly war would be stopped.
I cannot understand why President Reagan willingly blocks a possible precedent, a model of peaceful conflict resolution for all nations to look to with hope.
