A controversial proposal that Los Angeles County buy or lease an aging barge to house up to 400 homeless people was scuttled by the Board of Supervisors. Falling one vote short of approval, the board rejected the idea proposed last month by a Sacramento firm and announced last week by Supervisor Deane Dana.
