A UCLA student from Germany was an apparent drowning victim in Manhattan Beach. Authorities said Heiko Haskamp, 26, was body surfing in four feet of water on a calm day when friends suddenly noticed him floating face down, Los Angeles County Lifeguard Lt. Steve Wood said. Manhattan Beach Police Sgt. Mike Milligan said Haskamp was about 35 feet from shore when lifeguards reached him. Efforts to resuscitate him were unsuccessful. An autopsy was scheduled.
