Child support would be withheld from parental paychecks and states would have to run extensive job and education programs under a long-awaited welfare reform plan developed by Sen. Daniel Patrick Moynihan (D-N.Y.). Moynihan said he will introduce the $2.3-billion proposal in the Senate on Tuesday. Moynihan’s Family Security Act, similar in many respects to the welfare bill in the House, stresses parental obligations to child support and would require state job programs that would be mandatory for many welfare recipients.
