American Telephone & Telegraph, in a major strategy shift, will aggressively market its semiconductors and other electronics products to outsiders instead of relying on sales to other AT&T; divisions. A company spokesman said AT&T; could not generate enough business to fund the enormous research and development programs that the components unit must pursue to remain a competitive force in advanced electronics. As part of its drive, AT&T; said it wants outside customers to account for 50% of the unit’s sales, up from 17% now.
