Economist Alan Greenspan received the unanimous approval of the Senate Banking, Housing and Urban Affairs Committee to succeed Paul A. Volcker as chairman of the Federal Reserve Board. Also, the committee agreed, 17 to 3, to approve the nomination of Northwestern University law professor David S. Ruder as chairman of the Securities and Exchange Commission. Both nominees are expected to be confirmed by the Senate before Congress recesses Aug. 7.
