Fontana lost its second finance director this year when Timothy Brown, who was not even scheduled to begin work until Aug. 10, resigned amid a furor over his educational background. Interim City Manager George Caswell said Brown tendered a verbal resignation over the telephone, promising to follow up with a formal letter. Brown’s college degree has been under scrutiny since administrators at the University of La Verne said he never received enough credits to graduate. Brown, 40, said in his application that he had graduated. Brown quit his job as city controller in Compton so he could start in Fontana on Aug. 10, and had already begun work on the city’s budget. The San Bernardino County city has been without a finance director since Edwin Leukemeyer resigned in January. Leukemeyer was recently charged with 55 counts of embezzlement.
