President Reagan lashed out at Democratic welfare reform proposals in his weekly radio address, charging that they contain sham work requirements and would make “staying on welfare more attractive.” A major Democratic plan, by Sen. Daniel Patrick Moynihan of New York, would extend benefits to children in two-parent households, which Reagan opposes. Reagan has proposed state-sponsored welfare demonstration projects, with the most successful innovations being incorporated into national policy. The President, back in the White House after skin cancer surgery, expects to be “up and about” today and is “feeling just fine,” aides said.
