Bulgaria’s ruling Communist Party will be stripped of much of its authority and pomp and be open to opposition from other organizations under reform plans outlined by veteran leader Todor Zhivkov, the official BTA news agency reported. Giving details of last month’s party plenum at which Zhivkov called for a radical shake-up of the political system, the agency said the party will determine general development guidelines. These guidelines are to be applied according to local conditions by self-governing bodies set up under Bulgaria’s economic reform program.
