Personnel Files Subpoenaed in N.Y. Scandal
Personnel records of 18 officials in Mayor Edward I. Koch’s Administration were subpoenaed Wednesday by a commission formed to investigate corruption in the wake of a bribery scandal that rocked City Hall.
The subpoenas, the first issued by the state Commission on Government Integrity since it began its work in June, seek to determine how the officials obtained their jobs, promotions and salary increases, commission Director Edward Bienstock said.
All 18 of the officials have job descriptions above the level of clerk but below the level of commissioner.
“You are talking about people who are relatively high up,” Bienstock said.
First Deputy Mayor Stanley Brezenoff said the city would provide the commission with the data requested.
Bienstock said the decision to subpoena the records was “routine . . . . The city did not refuse to turn over any of the personnel files.”
