Signed into law a bill (AB 1031) by Assemblyman Larry Stirling (R-San Diego) to require counseling for anyone convicted of spousal or child abuse who is granted probation.

Also signed into law a bill (SB 447) by Sen. Jim Ellis (R-San Diego) to protect Native American burial sites from theft and disturbance by making it easier to prosecute people who remove or possess human remains or grave items. Assembly Floor Action:

Home Lockup: Passed and sent to the governor on 62-10 vote a bill (AB 468) by Assemblywoman Sunny Mojonnier (R-Encinitas) to authorize boards of supervisors to offer a home detention program for low-risk criminal offenders in lieu of confinement in county jails. Such offenders would be required to allow electronic monitoring to help verify compliance with the program. Senate Floor Action:

Medigap Insurance: Passed and returned to the Assembly for concurrence in amendments on a 26-0 vote a bill (AB 2241) by Assemblyman Bruce Bronzan (D-Fresno) to require state standards for so-called Medigap supplemental insurance plans intended to protect the elderly who are not fully covered by the federal Medicare program.

Alzheimer’s: Passed and returned to the Assembly for concurrence in amendments on a 21-6 vote a bill (AB 1865) by Assemblyman William Filante (R-Greenbrae) to allow taxpayers to make contributions for support of research into Alzheimer’s disease by designating an amount to be taken from their state income tax refunds.

Human Corps: Passed and returned to the Assembly for concurrence in amendments on a 28-2 vote a bill (AB 1820) by Assemblyman John Vasconcellos (D-Santa Clara) to establish a “human corps” to encourage college students to get involved in volunteer public service work for credit.

Parental Consent: Amended by voice vote a bill (AB 1754) by Assemblyman Bill Jones (R-Fresno) to provide $1.5 million to help pay estimated court costs of a related bill to require pregnant minor females to receive parental consent or obtain court orders before undergoing abortions. The related bill (AB 2274) by Assemblyman Robert Frazee (R-Carlsbad) is scheduled for a vote next Tuesday in the Appropriations Committee.
