The Federal Election Commission ruled that Massachusetts Gov. Michael S. Dukakis has qualified for matching funds from the Treasury for his bid for the 1988 Democratic presidential nomination. Dukakis is the fourth candidate in his party to qualify for the money. Dukakis submitted documentation to the FEC for $137,410 in contributions from 681 individuals in 23 states to qualify. For the first half of the year, Dukakis reported $4.6 million in contributions, the most of any Democratic candidate. Under federal law, a major party candidate for President must raise $5,000 in at least 20 states in contributions of $250 or less from individuals.
