Costa Mesa : Court Deals Segerstrom Second Straight Setback
Costa Mesa’s approval of a 98-acre commercial and retail development near South Coast Plaza failed to comply with state environmental laws, Orange County Superior Court Judge Tulley Seymour ruled Thursday.
It was the second setback in a row for C.J. Segerstrom & Sons’ One South Coast Place development near Harbor Boulevard and the San Diego Freeway. Last week Seymour decided that the Costa Mesa City Council’s approval was void because the city’s general plan failed to set density standards for the area.
The lawsuit was filed by Costa Mesa Residents for Responsible Growth, a citizens group that fought the city’s approval of about 2.7 million square feet of office space in the area.
Seymour scheduled a hearing next week to flesh out the specifics of his rulings--a hearing both sides in the dispute said could be crucial.
In his ruling Thursday, Seymour found that the city’s April environmental impact statement to be inadequate.
