Freeway Space Program

We at Caltrans were delighted with the excellent article by Evelyn De Wolfe on freeway airspace (Aug. 30) as well as the accompanying article on development in Seattle.

Ms. De Wolfe accurately depicted many of the benefits to the community from our airspace leasing program. These include employment in the construction and utilization of buildings and the return of sales and possessory interest taxes on otherwise tax-exempt land.

The rental income produced helps the motorist as it goes directly into the highway fund.

I was especially pleased with Ms. De Wolfe’s description of the tremendous potential that exists in the downtown area for bridging the separated parts of the city. Her research and analysis supports our belief that selected developments over the Harbor and/or Hollywood freeways in downtown Los Angeles could be of tremendous benefit in reuniting the divided sections of the city and thereby provide benefits both to the public and private sectors.
