Interior Secretary Donald P. Hodel has accepted a recommendation to make a conference center out of part of Ellis Island, the landing place in New York Harbor for 12 million immigrants, the Interior Department announced. The conference center was recommended in June by the Statue of Liberty-Ellis Island Centennial Commission. The center would use about 30 former hospital buildings on the southern two-thirds of the 27-acre island. Congress has 30 days to review the proposal.
