The Carlsbad City Council has decided to file a lawsuit challenging a trash-to-energy plant planned in adjacent San Marcos.
The council voted unanimously Tuesday to mount the legal challenge, which will be the fourth suit filed in an effort to block the controversial project.
Officials in Encinitas filed suit against the plant earlier this month. Other lawsuits have been filed by a community group and a developer who owns property near the proposed plant.
The $217-million operation, planned by North County Resource Recovery Associates, has been in the works since 1982. The plant, which will burn trash to heat boilers and then turn steam turbines to produce electricity, is planned for a 10-acre site at the existing San Marcos landfill near Carlsbad’s southeastern boundary.
