After two years as chief of San Francisco’s heavily traveled Municipal Railway, William G. Stead surprised the city’s leaders by saying he will leave in December to take the top transit job in Philadelphia. A published report said Stead will earn $125,000 a year as general manager of the Southeastern Pennsylvania Transportation Authority. The San Francisco job paid $97,196. Stead, selected after a nationwide search, will replace Joseph Mack, who is retiring after 41 years with the authority.
