OK Sought to Put 1,848 Homes Golf Course on Jordan Ranch

Developers have submitted a proposal to build 1,848 luxury homes and an 18-hole golf course on the Jordan Ranch property north of Agoura in Ventura County, county planners said Tuesday.

The developers, Potomac Investment Associates and China Flat Associates, both of Maryland, filed for a change in the county’s General Plan last week that would allow development of the 2,308-acre ranch, now zoned for open space, county planner Joseph Eisenhut said.

The proposal, which would also require exemptions from the county’s air-quality standards, is expected to be reviewed by the Board of Supervisors early next year, said Bruce Smith, a county planning supervisor.

The board would also have to go against its longstanding policy of allowing large-scale development only in incorporated areas, Smith said. The Jordan Ranch is about three miles east of Thousand Oaks.

A proposal by Home Savings of America to develop the nearby Ahmanson Ranch, a 5,500-acre parcel east of the Jordan Ranch, was turned down by the board this summer because the plan could not conform to that county policy.

The board, however, directed that a committee be formed to study the county’s policies on growth. Formation of that committee will be discussed by the board Nov. 3, county officials said.

Homeowners in Agoura, Agoura Hills and Oak Park have voiced opposition to the developer’s request to the National Park Service for permission to build a road to the development through parts of the Santa Monica Mountains Recreation Area west of the property, said David Brown, president of the Las Virgenes Homeowners Federation. The federation represents 13 homeowner associations in the area.

Permission to build a road through the federal recreation area would require congressional approval, Park Service officials said.

Jordan Ranch is now accessible only by a two-lane dirt road.
