Democratic National Chairman Paul G. Kirk Jr. unveiled an ambitious plan in Washington to get 100 million Americans to vote in 1988--a figure many believe could ensure that the party recaptures the White House. Kirk announced creation of an Office of Voter Participation in the Democratic National Committee to study ways to expand voter registration. At the same time, Sen. Alan Cranston (D-Calif.) said he would introduce legislation aimed at either Election Day registration or no registration. Currently only Minnesota, Wisconsin and Maine have Election Day registration and North Dakota has no registration.
