Donald H. Graham has been selected to fill a vacancy on the board of directors of the Community Development Council, the county’s largest anti-poverty agency.

Graham, a resident of the city of Orange, replaces Kirk Kirkland of Huntington Beach, who resigned because of ill health. Graham will serve until December, 1988.

Graham, who is one of five board representatives from the private sector, is administrator of the Developmental Disabilities Center, a private, nonprofit agency that assists developmentally disabled residents in the county.
