Genscher Arrives in Iraq

BAGHDAD, Iraq — West German Foreign Minister Hans-Dietrich Genscher arrived in Iraq on Wednesday to discuss the Persian Gulf War and an Iraqi air raid on an Iranian nuclear plant that killed a West German engineer.
