Seven people in the Los Angeles area of operations of Arthur Young & Co., the accounting and consulting firm, have been elected partners. They are Alexandria C. Phillips, Los Angeles office; Mary Ann Sigler, Bonnie A. Layman, Edward Rosenson and Terrence M. White, Beverly Hills office; Joseph Silvoso II, Rancho Cucamonga office, and Mark C. Nelson, Woodland Hills office.
