How disappointing it is that Rep. Robert Dornan (R-Garden Grove) and former White House aide Patrick Buchanan misperceive a breakthrough opportunity as a lurking threat. The chance to have Gorbachev address a joint session of Congress may well be a once-in-a-lifetime opportunity. Having such petty protocol concerns impede the path of this crucial exchange speaks volumes about the intellectual gridlock that plagues our foreign policy. How long will these vestiges of Cold War mentality incapacitate our ability to take the initiative or even cooperate?
