The Glendale City Council tentatively approved a scaled-down plan to expand the boundaries of the Montrose Shopping Park.

The commercial district, which stretches for three blocks along Honolulu Avenue, will be enlarged to include 11 businesses to the west and east. The council Tuesday excluded eight other businesses from the annexation area because many of those merchants protested.

Under state law, the city could not approve the expansion unless it was accepted by at least half the taxpayers in the annexed area. Merchants excluded from the plan are south of Honolulu Avenue, west of Verdugo Road, north of Broadview Drive and east of Market Street.

The Montrose Shopping Park Assn. uses fees collected from members to pay for advertising and promotion. The additional businesses will bring an estimated $8,200 a year to the association, said Walt Hackman, president of the association’s board.

The proposal must go back to the City Council for final approval.
