No action is expected against the air traffic controller who did not respond when the pilot of a powerless Air Force jet warned he might have to crash and asked if he was near a populated area, a federal official said. The A-7D Corsair crashed into a Ramada Inn in Indianapolis after the pilot, Maj. Bruce L. Teagarden, bailed out Oct. 20. Ten people were killed. Mort Edelstein of the Federal Aviation Administration’s regional office in Des Plaines, Ill., said the controller “apparently didn’t hear the guy.” The FAA will turn over its report to the Air Force, which is conducting an investigation into the crash.
